MLC ELections in Hyderabd

Shri. M. Gopalakrishna IAS(Retd) is standing for MLC in the Legislative Council Elections from the Graduates Constituency of Hyderabad.

I would like to make an appeal to all registered voters in Hyderabad who have registered for the Elections to vote for a distinguished personality like
Mr. M. Goplakrishna,IAS. We need to make a conscious choice to select and elect Mr.M.Gopalakrishna who has a good record of public and social service and can safeguard democracy the rule of law, public interest and serve common good. He will be our representative to the Council. Educated and qualified persons have to strengthen democracy and build just and qequitable society which provides better education and health facilities, more employment oppurtunities, empowers citizens and secures a better standard of life to our people.

My humble request to all registered Wiproites to cast your first preferential vote(1) in favour of Mr. M. GopalaKrishna(Sno 20) and also persuade other voters to do likewise. The polling date is on 17th March, 2007.





A brief bio-data of Mr. M.GopalaKrishna is given below



Shri M.Gopalkrishna joined the Indian Administrative Service(IAS) in 1962. He was the distinction of securing 100% marks in the Law Examination for IAS probationers. He served under the Government of Assam, Andhra Pradesh and Government of India and retired as Chairman of Rural Electrification Corporation in 1997 in the rank of Secretary to the Government of India. He was Chairman, Standing Conference of Public Enterprises (SCOPE) the apex body for 246 public Sector Undertakings under the Government of India.

After retirement, he was Director of the Institute of Public Enterprise, Hyderabad, Chairman of A.P. State Financial Corporation, both of which were turned around and made profitable. He was Chairman of (a) Committee on Performance Management and Evaluation System (PEMS) (b) Committee on Pharma Research and Development Fund (PRDF) and (c) Member of the Committee on Utilization of Natural Gas set up by Government of AP. He is present Director-in-Charge of A.P Gas Power Corporation Limited and also Vice President(South) of the National HRD Network, Chairman of AP Regional Branch of Indian Institute of Public Administration and Member of the Board of School of Management Studies, University of Hyderabad.

Academic
A graduate in Science and Law, he did Advanced Management at Banff School of Management, Canada. He has presented papers at several International Conferences on Energy, Minerals and Rural Development. He was elected Vice-Chairman of International Lead Zinc Study Group of the UN for 1991-92. He is a Senior Consultant to UNDP, ADB, DFID, etc. He is Guest Faculty at LBS Academy of Administration, Mussorie, ASCI, Central University, several Management colleges and Institutions like NAARM, NIRD, JNIDB, Institution of Engineers, etc.

Government of Andhra Pradesh
He was founder Managing Director of Godavari Fertilizers and Chemicals Ltd. (GFCL) from 1983 to 1990 i.e. from concept to commissioning of the DAP fertilizer plant of GFCL at Kakinada. The Plant was built ahead of schedule and within the estimated cost. He was Special Chief Secretary to Government of Andhra Pradesh for Industrial Promotion, Commissioner of Commercial Taxes, Secretary, Major Industries and Commissioner, Visakhapatnam Steel Plant.

Government of Assam
He was Home Commissioner, Secretary, Power and Industries and Health & Family Planning Departments, Chairman of Assam Gas Company and Collector in two districts.

Government of India
He was Regional Iron & Steel Controller, Hyderabad, Additional Secretary, Ministry of Steel and Mines and Chairman and Managing Director, Rural Electrification Corporation, Delhi.

Expert in Industrial Development
He has wide and varied administrative and managerial experience of four decades in government and the Public Sector in the promotion, development and regulation of industry and power utilities. He has been Director on several Industrial Promotion Development Corporations in the Government of India, Government of AP and Government of Assam and continues to be the Chairman of Companies in the Public, Joint and Private Sector.He traveled extensively in foreign countries for transfer of technology and mobilization of investments and share capital for industrial projects from Financial Institutions and Non-Resident Indians.

Millennium Award for outstanding contribution to Social, Economic Development of AP and India from Cosmos Educational Development Institute of India(CEDI), Hyderabad(2002).

"Netaji Subhash Chandra Bose National Award for Excellence" for promotion of Industrial Development in India, Nagpur Award recognized by UNESCO(2003)
